I don't think the plumage attached to the beak is too heavy and if the extra plumage was feathers it might not be quite so unusual but to me the extension is perfectly formed and coloured to suit the rest of the bird and it is their pride, similar to a Peacock having the splendid tail feathers or a Rhino having the horn we might think it looks cumbersome.
